The award is in line with the proposal set out in the Freedom Leisure bid for the full contract.\nReason for decision:\nThe decision is required so that Clarkson Alliance can act on our behalf in the capacity as project manager to oversee and deliver the capital project as outlined in the bid for the full leisure service contract.\nThe service offered by Freedom and Clarkson Alliance is fit for purpose and suitable for the project at hand with Clarkson Alliance having delivered similar projects for a number of other Councils using this same format.\nGloucester City Council are satisfied that the service provided by Clarkson Alliance will meet all our needs throughout the project.\nAlthough this contract is over £500,000, this decision can be taken by Cabinet Member as the expenditure has already been approved in the Council's budget as part of the £8 million capital expenditure programme agreed at council on 19th September 2024.\nAlternative options considered:\nTo enter into a contract direct with Freedom, however this was discounted due to the impact of VAT exemption on their activities, make VAT on capital costs unrecoverable.\nRepresentations received: None\nOther relevant matters concerning the decision:\nClarkson Alliance are a partner of Freedom Leisure, having worked with them on a number of other Council related capital projects. They are a suitably qualified firm that can offer the expertise in the leisure field and ensure that the project is delivered in line with both GCC and Freedom Leisure requirements. The successful supplier's submission included a proposal, in response to the Councils requirements, for the provision of physical improvements to our Leisure Centres. \nThe successful tenderer cited their appointment of Clarkson Alliance Ltd  (the Supplier), as their agent  to project manage the capital improvement and energy efficiency works. This appointment was made in recognition of the established working partnership, including the delivery of over 50 leisure projects across the UK. \nAccordingly, the Supplier supported their tender proposal, that included designs and schematics together with a plethora of other key documents.  The tender evidenced their substantial knowledge of the required works, leisure centre development and revitalisation, and the Managed Leisure supplier's ways of working and associated values.\nSince the award of the Managed Leisure Services Supplier it has been identified that it will be more cost effective to the Project for the Council to contract Clarkson Alliance to carry out the activities it was to perform for the Managed Leisure Supplier.
