- Why no open competition
- Single Suppliers Technical Reasons; Additional Repeat Extension Partial Replacement
- Published justification
The contract can be supplied only by the supplier due to technical reasons and additional services.
The existing ATG estate across the GATL network has been designed, supplied, and installed by the supplier using proprietary hardware, software, and system architecture integrated with existing revenue protection, ticketing, and station control systems. No reasonable alternative or substitute exists because the systems are dependent on proprietary components, interfaces, and software which are owned and controlled by the supplier and third party suppliers do not have access to. As such, as the scope of services is a repeat and extension of the existing services, GATL would receive incompatible services with disproportionate technical difficulties.
On this basis, GATL considers that the conditions for a direct award on the grounds of technical reasons and additional services valid.
