What is being bought
The London Borough of Ealing is looking for an experienced provider to deliver Ealing’s Parent Partnership Service and represent parents and carers of children and young people (0–25 years) with Special Educational Needs and Disabilities (SEND) in Ealing. The provider will facilitate the strategic voice for parents and carers in Ealing for participation, engagement and co-production across a range of Council services and partnerships. The Children and Families Act 2014 places a statutory duty on all Local Authorities to engage with an identified Parent Carer Forum when developing policy and practice for children and young people with Special Educational Needs and Disabilities (SEND). This engagement is to ensure that the voices of parents and carers are heard and considered in the decision-making process, ultimately leading to more effective and inclusive policies and practices for children and young people with SEND. This is a light touch contract. The Council is offering a £60,000 per year contract (starting 6th October 2025 for 3 + 2 years) to help: 1. Improve our digital presence to better connect and engage with diverse range of parent/carers. 2. Work in partnership with local service providers across Education, Health, Social Care services and Voluntary Sector partners 3. Help to improve outcomes for children and young people with SEND and their families. 4. Support parent representatives to participate in strategic meetings and help to understand services and support for children and young people with SEND. 5. Practical help in understanding professional reports, children’s reports, and other written documents. 6. Support with communication with schools, colleges and other settings. 7. Information around making decisions about school and other educational placements. 8. Support for parents to play an active and valued role in their child’s education and development: giving families a voice. We are seeking organisations either as a single entity or as part of a group of organisations led by a single organisation, with experience in: Supporting parent-led or community groups. Organisational development and capacity building. Co-production and inclusive engagement in SEND services. Working with a range of partners and stakeholders in health & social care. Providers will need to establish a base within the borough and be able to demonstrate strong local impact in the seven towns of Ealing.
