What is being bought
People First is the current Royal Borough of Kensington (RBKC) and Westminster City Council (WCC) website for Adult Social Care Services. The contract for the current People First website is reaching expiry. The ambition is to empower users of services, their family members, residents, community partners and providers through having effective web information and advice on ASC functions, processes, support services, activities and events. Be it seeking information about local support services, wellbeing events, or support around a safeguarding, we want all stakeholders to have immediacy of access to the guidance they need so they feel informed and in control. Underpinning this ambition is a website that is inviting to use; one that is visually engaging, easy to navigate, responsive, reliable and safe. This pre-market engagement exercise is seeking intelligence from the Provider Market to inform a formal sourcing activity for the People First website’s development.

    Westminster City Council is looking to procure services for the development of the Adult Social Care Information and Advice website, People First. A Request For Information (RFI) is available to complete for interested organisations. To take part in the market engagement exercise, interested organisations should complete the RFI document which is available on the councils e-procurement tool ("Jaggaer"), reference SQ_30101 - P396 - Bi-borough Adult Social Care Information and Advice Website - 'People First', and the link to Jaggaer can be found here: https://wcc.ukp.app.jaggaer.com/go/129836590196C4677F2A. Please copy and paste onto your browser. Further information can be found on the council’s website here: https://www.westminster.gov.uk/about-council/procurement/our-esourcing-and-contract-management-solution. This questionnaire will not form part of the formal procurement process. All responses are to be submitted via Jaggaer (online procurement portal ref: SQ_30101 - P396 - Bi-borough Adult Social Care Information and Advice Website - 'People First', no later than Midday (12:00 hrs (GMT)) on Friday 30th May 2025. The deadline for submitting clarification questions will be 17:00hrs Thursday 28th May 2025. Our expectation is that a procurement will follow on conclusion of the market engagement exercise.
