The partner will help strengthen the ability of teams across the partnership to operate within a complex adaptive system and further develop collaborative ways of working. Operating across three system levels, Boards, Executive Teams, and Wider Leadership Teams, the OD partner will support alignment, build trust, and embed collaborative behaviours that enable and sustain transformation.

- Evaluation Criteria: Relevant Experience & System Leadership Expertise Description • Demonstrated experience delivering OD, culture change, or system leadership interventions in NHS/public sector settings. • Evidence of supporting multi organisation or regional collaborations. • Case studies showing measurable impact at Board, Executive, and wider leadership levels. Type: quality Name Understanding of Context, Culture & Collaborative Challenges Description • Understanding of the South Wales regional context, statutory Boards, and shared accountability challenges. • Appreciation of cultural, behavioural, and relational factors that influence collaboration. Type: quality Name Methodology, Project Plan & Deliverability Description Assess the clarity, robustness, and feasibility of the proposed delivery approach, including: • A clear and coherent methodology for Discovery → Sensemaking/Design → Mobilisation. • A detailed project plan aligned to the required phases and deliverables, showing timelines, milestones, dependencies, and roles. • Approaches to engaging Boards, Executives, and wider leadership groups. • How trust building, alignment, and collaborative behaviours will be supported. • Use of evidence based OD and leadership models. • Clarity on how key deliverables (insight reports, development sessions, leadership narrative, charter, learning synthesis) will be produced. Type: quality Name Capability to Work Across Multiple System Levels Description • Skills in facilitation, coaching, cultural development, and action learning methods. • Ability to adapt interventions for Boards, Executive Directors, and wider leadership groups while maintaining consistency. Type: quality Name Value, Risk & Social Responsibility Description • Quality and seniority of the proposed delivery team and clarity of resourcing. • Value for money within the £100–150k budget and alignment with expected impact. • Identification and mitigation of delivery risks (e.g., culture, governance, capacity). • Social value commitments, including Welsh economic footprint, skills development, wellbeing, and sustainability.
- Evaluation Criteria: This procurement will adopt an outcome based fixed fee commercial model with defined deliverables, supported by limited flexibility to respond to emerging system needs. The Contract will be awarded on the basis of a single fixed price covering the delivery of the core phases and outputs set out in the Specification, including but not limited to: • Discovery and diagnostic activity • Sense making and design of system wide interventions • Mobilisation and delivery of agreed leadership and OD activity • Production of agreed outputs (e.g. insight reports, leadership narratives, charters, learning synthesis) The Authority expects bidders to propose a delivery model that is structured, proportionate and achievable within the agreed budget envelope, while recognising the adaptive nature of system level Organisational Development.

Payments will be linked to the successful completion of agreed milestones and deliverables, as set out in the Contract.
Indicative payment stages may include:

- Submission and acceptance of final learning synthesis and evaluation
The Authority reserves the right to withhold or defer payment where agreed outputs are not delivered to the required standard.
