Coverage: 3 active published awards; 1 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

Procedure rationaleNegotiated procedure without prior publication Reason for selected award procedure: Regulation 32(2)(b)(ii) The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons The rationale for continuing with the current system: Oracle Fusion Cloud is Ofqual’s current core finance and HR system, in which it has invested a large amount of finance and resource into implementing and operating the software and system. Ofqual requires a single platform that supports shared processes with one data model across finance, HR and purchasing applications. Oracle Fusion Cloud has only been in place for three years, therefore the cost of moving to a new system in its entirety is prohibitive to Ofqual.
