What is being bought

Neath Port Talbot Council (the “Council”) invite tenders from quality domiciliary care providers for the recommissioning of our adult domiciliary care services under a new 'Open' Framework, the aim of which is to deliver care to adults living in their own homes, to support them to achieve improved outcomes. The Framework will establish a pool of suitably qualified and experienced providers to deliver high-quality, person-centred domiciliary care services to individuals in their own homes and is being procured as a ‘light touch’ framework and therefore not obliged to follow all the obligations contained within the Procurement Act 2023. The Tender will take the form of an open framework (a scheme of successive frameworks) up to eight years in duration, the first framework being a maximum of three years and the second a maximum of five years allowing periodic admission of new providers during the framework term. The scope of services will include the delivery of care and support in line with assessed needs and Care and Support Plans. Services are expected to promote independence, wellbeing and prevention, supporting individuals to remain within their own homes and communities for as long as possible. Provision will include personal care, support with daily living activities, medication support and enabling approaches to care Call-off arrangements under the Framework are expected to be undertaken through a brokerage-led allocation process, whereby individual care packages are matched to providers based on meeting essential criteria. The Framework will not guarantee any volume of work. The procurement is being developed within the context of the Social Services and Well-being (Wales) Act 2014, the Regulation and Inspection of Social Care (Wales) Act 2016 and the Well-being of Future Generations (Wales) Act 2015, with a clear focus on delivering outcomes that matter to individuals. Social value will form a fundamental component of the procurement and subsequent contract delivery. Providers will be expected to demonstrate how they will contribute to wider social, economic and environmental outcomes in addition to core service delivery, including supporting prevention, strengthening communities and contributing to sustainable and fair local economies.

£64,824,609 is the median lowest-valid-bid benchmark for the broad CPV market sample, against this procedure’s published value of £99,638,267.

This is a historical comparator, not a bid-price forecast or a guaranteed saving. It excludes records where the published values cannot be sensibly compared and does not adjust for lot structure, quality weighting, framework terms or scope.

"description": "Neath Port Talbot Council (the “Council”) invite tenders from quality domiciliary care providers for the recommissioning of our adult domiciliary care services under a new 'Open' Framework, the aim of which is to deliver care to adults living in their own homes, to support them to achieve improved outcomes. \nThe Framework will establish a pool of suitably qualified and experienced providers to deliver high-quality, person-centred domiciliary care services to individuals in their own homes and is being procured as a ‘light touch’ framework and therefore not obliged to follow all the obligations contained within the Procurement Act 2023.\nThe Tender will take the form of an open framework (a scheme of successive frameworks) up to eight years in duration, the first framework being a maximum of three years and the second a maximum of five years allowing periodic admission of new providers during the framework term.\nThe scope of services will include the delivery of care and support in line with assessed needs and Care and Support Plans. Services are expected to promote independence, wellbeing and prevention, supporting individuals to remain within their own homes and communities for as long as possible. Provision will include personal care, support with daily living activities, medication support and enabling approaches to care\nCall-off arrangements under the Framework are expected to be undertaken through a brokerage-led allocation process, whereby individual care packages are matched to providers based on meeting essential criteria. The Framework will not guarantee any volume of work.\nThe procurement is being developed within the context of the Social Services and Well-being (Wales) Act 2014, the Regulation and Inspection of Social Care (Wales) Act 2016 and the Well-being of Future Generations (Wales) Act 2015, with a clear focus on delivering outcomes that matter to individuals.\nSocial value will form a fundamental component of the procurement and subsequent contract delivery. Providers will be expected to demonstrate how they will contribute to wider social, economic and environmental outcomes in addition to core service delivery, including supporting prevention, strengthening communities and contributing to sustainable and fair local economies.",
"riskDetails": "Supplier risks - Risk that Providers may withdraw from the Framework, reduce capacity, or be unable to sustain service delivery over the duration of the contract\nFinancial Stability - Risk of Provider financial instability arising from inflationary pressures, workforce costs, or changes in demand, potentially impacting continuity of care.\nMarket Risks - Risk of insufficient market capacity to meet demand due to workforce shortages, competition for staff, or increased complexity of care needs.\nSupply Chain - Risk associated with Provider reliance on agency staff or third party suppliers, impacting consistency, quality and cost of care.\nCompliance Risks - Risk of non compliance with legislation, regulatory requirements (CIW), safeguarding responsibilities or procurement obligations.\nContractual Risks - Risk of ambiguity or misunderstanding of contractual requirements leading to disputes, inconsistent delivery or challenge.\nOperational Risks - Risk of service disruption including missed or late calls, failure to respond to referrals, or breakdown in communication affecting Service Users.\nQuality Assurance - Risk that care quality or outcomes may not be delivered consistently across Providers.\nStakeholder Risks - Risk of dissatisfaction from Service Users, carers or professionals due to delays, changes in Providers, or perceived inconsistency in service delivery.\nSustainability Risks - Risk that service delivery does not align with sustainability or Net Zero objectives, including excessive travel, inefficient delivery models or lack of environmental consideration.",
