        "description": "The main outcomes for the bi-borough preventive service are to:\n- Keep older residents healthy and independent \n- Reduce loneliness and isolation \n- Deliver services in a way to suit resident needs\n- Ensure quality \n- Meet increasingly complex needs\nOpen Age will deliver on the objectives and outcomes outlined above through the provision of a broad range of high-quality group activities. These will be positioned at the early stages of prevention and aimed at those older people who do not currently have high levels of health or care needs, or significant cognitive decline. Activities will be required to be easily accessible to all through a combination of dedicated older people’s spaces, operate in a wide variety of community settings, and offer a remote (telephone and on-line) delivery strand. \nOpen Age will also provide support to target harder to reach groups or those who may need additional support to access the service. Open Age will work with Health, Social Care, voluntary sector providers and other partners to ensure easy referral routes into and out of the service.\nEach contract will be for an initial period of 18 months, with the option to extend for a further 6 month period. During this term, services will be redesigned following significant changes caused by the pandemic, and a competitive procurement exercise will be undertaken for future service provision which continues to meet the needs of residents.",

    "procurementMethodRationale": "A service review was carried out in 2019 with the intention to conduct a procurement exercise for services commencing 1st April 2021. These services required Open Age to deliver a range of face to face services in addition to a tele-befriending service, however due to restrictions imposed by the pandemic these were no longer suitable options. Instead commissioners worked with Open Age to develop a hybrid model to ensure continuity of services within government guidelines.\nThere were also capacity issues with a number of providers likely to bid. Continuing with a procurement exercise would have put increased pressure on a number of local providers when responding to the pandemic and a procurement exercise.\nDuring this extension period, commissioners will work to understand the lessons learned from the pandemic, and how newly commissioned services can continue to reduce health inequalities accentuated by the pandemic and associated lockdowns, and demand on ASC and PH services. The intention is to update the service review previously completed and redesign services across the Older People’s Preventative portfolio. Findings from this exercise will inform the procurement strategy and approach taken to reprocuring older people’s preventative services within The Royal Borough of Kensington & Chelsea and the City of Westminster in the most streamlined and cost effective way. The updated service review will consider various options for service design such as borough-specific models, bi-borough models, targeted vs more generic models, and the integration of services across the Older People’s Preventative portfolio. Following this a competitive procurement exercise will be carried out.",
