Coverage: 90 active published awards; 77 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Price reduction compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

Procedure rationaleUnder the Public Contracts Regulations 2015, a contracting authority is not required to issue an award decision letter (under Regulation 86 (1)) or invoke a standstill period (Regulation 87) in relation to contracts below the value threshold laid out in Regulation 5.
Based on 3 previous tender exercises and additional market, Welsh Government has come to the conclusion that there is only one supplier able to meet the service requirements. The basis in law in accordance with the Directive is described in Regulation 32.—(2)(b)(ii) where competition is absent for technical reasons.
Please note that while the Welsh Government has taken a decision to voluntarily comply with Regulations 86(1) & 87 in relation to this Contract, it reserves its right not to voluntarily comply with Regulations 86(1) & 87 in relation to any future contracts below the threshold in relation to this or other contract. |
