What is being bought

Southwark Council is publishing this Prior Information Notice to inform suitably experienced nursing care providers of a future contract opportunity for delivering nursing care services. The council is intending to publish a contract opportunity in February 2024 (subject to internal governance) seeking an experienced nursing care provider to run a nursing home within the borough. This notice is to gauge the level of market interest in entering negotiations with the council for the provision of nursing care services. The council intends to publish a competitive tender where prospective bidders will prequalify prior to submitting an initial proposal that will be evaluated prior to the commencement of the negotiations. The council is looking to commission nursing care services that will focus on the outcomes that residents want and value and work with a provider able to meet the increasing complexity of need in the borough as well as collaborate with both social care and health professionals. Providers must be able to provide quality care and support in a safe, well-managed, comfortable and stimulating environment. The service shall primarily be aimed at individuals for whom the Council is responsible for meeting their care and support needs and who have been assessed as requiring accommodation in a Nursing Care Home setting in order to ensure their needs are met. Interested parties will not be prejudiced by any responses or failure to respond to this early engagement notice. A response to this Notice does not guarantee any invitation to participate in any future public procurement process that Southwark Council may conduct, nor a contract as a result. Please note this notice does not constitute a call for competition to procure any services for the Council and the Council is not bound to accept any proposals offered. The Council is not liable for any costs, fees or expenses incurred by any party participating in this event. Any procurement of any services by the Council in due course will be carried out strictly in accordance with the provisions of the Public Contracts Regulations 2015. Southwark Council is requesting interested parties to complete the form for this opportunity on the following link signalling their interest in this future opportunity: https://procontract.due-north.com/Advert/Index?advertId=70f54d4d-5db4-ee11-8127-005056b64545

Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 85. The category anchor is Health and social work services (85000000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.
