14 (Urgent Award) of the Health Care Services (Provider Selection Regime) Regulations 2023. The existing APMS contract was due to expire and there was no contractual provision available to further extend or modify the contract. An urgent award was therefore required to ensure continuity of primary medical services and to avoid any disruption to patient care while longer-term procurement arrangements are completed. The decision was made on 29 June 2026 by the Primary Care Commissioning and Contracting Group acting on behalf of WNL ICB. The decision-makers considered the contractual position, the imminent expiry of the existing APMS contract, and the need to maintain uninterrupted primary care services for registered patients. Following this assessment, it was determined that Regulation 14 applied because immediate contractual arrangements were necessary to secure service continuity pending completion of a longer-term procurement process. The contract was awarded for an initial period of three months from 1 July 2026 to 30 September 2026, with the option to extend for two further periods of three months if required. The maximum potential contract term is therefore nine months. As the total contract length does not exceed 12 months, no further justification regarding contract duration is required. There were no conflicts of interest identified among the decision-making group. All members present were asked to declare any actual, potential or perceived conflicts of interest in accordance with NCL ICB governance arrangements, and no conflicts of interest were declared. Consequently, no specific mitigating actions were required, and all members were able to participate fully in the discussions and decision-making process.
