Published requirement descriptionNorth Yorkshire Council is establishing a closed framework for the provision of Bed-Based Intermediate Care Services. The framework will have a maximum duration of 4 years (2 years with the option to extend for an additional 12 months and then a further 12 months). The framework will be established under the Light Touch Regime. The framework will be divided into 4 geographical Lots and there will be a maximum of 3 providers appointed to each Lot. Further details are included within the tender documentation. The service must be able to support people with complex life circumstances and specialist care needs, including, but not limited to dementia, mental health, delirium, learning disability and autism. This may include people undergoing an assessment for Continuing Healthcare. Providers must be registered with CQC and have an inspection rating of 'Requires Improvement' or above. The value awarded under each contract within this notice has been reported as £0, as the breakdown of value for each provider is not known. The maximum value of each Lot is as follows: Lot 1 - Harrogate and Rural £1,500,000 Lot 2 - Scarborough and Whitby £4,125,000 Lot 3 - Hambleton and Richmondshire £2,250,000 The revised maximum framework value is £7,875,000 as a contract was not awarded for Lot 4 - Vale of York.
- No preliminary market engagement: Market engagement was undertaken in March - May 2025 and a Request for Information and Specification were published to the market through the Authority's e-tendering system for review and comment. A preliminary market engagement notice was not published as the Authority were still reviewing which set of procurement regulations would apply.

Published description of the framework
For each Lot a maximum of three providers will be appointed to the framework. The highest ranked provider, for each Lot, will be awarded a block book contract. Call-off contracts will be directly awarded through the framework to the top ranked provider. The second and third ranked providers will be awarded call-off contracts on an ad-hoc basis. The Authority will award call off contracts in line with the process set out within the tender documentation and the terms and conditions of the Framework.

A maximum of three providers will be appointed to each Lot. The highest ranked provider will be awarded a block book contract for beds, paid quarterly in advance. The providers ranked second and third will receive referrals on an ad hoc only basis and will be paid for provision in arrears.
- Risks
Framework Value - The estimated published Framework Value may change over the life time of the contract due to inflationary increases and potential increase in demand for services or additional funding streams being made available to support timely discharge from hospital. Individual Lot values included in this notice have been calculated based on current demand for beds per Lot, there is scope for demand in each Lot to change over the duration of the framework and therefore, the values included for each Lot may be subject to change. Call off contract award - Every effort will be made to award call-off contracts in order of provider ranking, as per the process set out in the tender documents however, there may be times where urgency or other unanticipated factors require an individual to be placed at an available home outside of the described process.
