What is being bought

INTENTION TO AWARD North of England Commissioning Support (NECS) is a commissioning support service working for and on behalf of NHS England - North East and Yorkshire (the Relevant Authority) who have undertaken a competition process to commission healthcare services within the children and young people's secure estates in Yorkshire and Humber. Services will be delivered in lots as follows: • Lot 1 will be Physical healthcare (Primary Care universal health services). • Lot 2 will be Mental health/neurodevelopmental conditions and psycho-social substance misuse. • Lot 3 will be Dental including orthodontics (HMYOI Wetherby Only). The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The contract terms are for an initial period of 4 years commencing on 01 April 2025, with an option to extend for a further 3 years at the discretion of the Relevant Authority and subject to satisfactory contractual and financial performance. The closing date for submission of competition responses was by 12 noon on 11 September 2024.

Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 85. The category anchor is Health services (85100000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.
