What is being bought
North of England Commissioning Support (NECS) is working for and on behalf of NHS England - North East and Yorkshire (the Contracting Authority), who are proposing to commission the following services within West Yorkshire adult male prisons within His Majesty's Prison and Probation Service (HMPPS) • Primary Care Services (including Substance Misuse); and • Mental Health Services (including Learning Disabilities and Autism) The proposed West Yorkshire Prisons covered within this opportunity are; • HMP Leeds; • HMP Wealstun; and • HMP Wakefield. Market Engagement Event The Contracting Authority intends to hold a market engagement event, which will include an overview of the three estates, as well as a presentation which will provide insight into the Contracting Authority's vision for meeting the healthcare needs of the prison population within these secure settings. The market engagement event will be held on 18 April 2024 at The Studio, Riverside West, Whitehall Road, Leeds LS1 4AW. The event will run from 09.30, with a 10.00 start until 13.00. An opportunity for networking and partnership discussion will also be included within the agenda for the session. Please note that attendance is limited to no more than 2 attendees per provider organisation. As such, we would like to offer the opportunity to facilitate the sharing of contact details for providers who may wish to adopt this approach. Those providers who wish for their contact details to be shared are asked to send a message including their contact details via the e-Tendering system and NECS will facilitate the sharing of these details - Providers are responsible for ensuring the accuracy of their contact details issued.

To achieve this, it is envisaged that some providers may wish to collaborate in order to ensure that the healthcare needs of the prison population and the requirements of the services and the Contracting Authority are met. As such, we would like to offer the opportunity to facilitate the sharing of contact details for providers who may wish to adopt this approach. Those providers who wish for their contact details to be shared are asked to send a message including their contact details via the e-Tendering system and NECS will facilitate the sharing of these details - Providers are responsible for ensuring the accuracy of their contact details issued. Potential providers are to note that the Transfer of Undertakings (Protection of Employment) Regulations 2006 (as amended) may apply to a future procurement including the New Fair Deal non-statutory policy setting out how pensions issues are to be dealt with when staff are compulsorily transferred from the public sector to independent providers delivering public services. It is important to note that interest in / attendance at this market engagement event is NOT part of a pre-qualification or selection process, and providers will need to express an interest in any future tender opportunity once a contract notice is published on Find and Tender Service.
