- Core Contract Elements, Confirm that you remain compliant in all elements of the service listed within Schedule 2 (Specification) throughout the monitoring period. In particular please outline the following information: 1. Confirm percentage of deliveries made next day if order is made before 3pm for the reporting period. Target for next day deliveries is 90% 2. All sites to have at least one annual monitoring visit from supplier. Confirm number of monitoring visits completed within monitoring period. 3. Monitoring of web shop activity through Neo360 system. Outline number of transactions and analysis of trends in terms of client profile, post code analysis, substance reported and equipment dispensed. 4. Contribute to PHA reporting for Northern Ireland through sharing of data and analysis which could help develop the service in terms of both needle exchange and naloxone. 5. Outline of complaints received and action taken.
- Engagement and Involvement, Ensuring engagement and involvement of those with lived experience throughout the lifespan of the contract. Complete 3 engagement sessions with people with lived experience annually throughout the life of the contract. Outline method of contact, numbers in attendance, actions agreed and developments made.
- Innovation, Ensure the needle and syringe exchange service in Northern Ireland is at the forefront of innovation and responding in a timely and effective way to emerging drug trends. Outline product developments implemented within the monitoring period and how they are responding to the needs of service users and emerging drug trends. Minimum of 1 product development per year throughout the life of the contract.
- Training, Develop and deliver harm reduction training for needle exchange practitioners. Facilitate 2 needle and syringe training sessions per year. One for new needle exchange practitioners and one refresher course for experienced practitioners. Courses should last one day with a minimum of 30 participants. Participant evaluations should be completed and feedback summarised.
- Social Value, Monitor the social, economic and environmental impact of this contract activity on society, local community and the wellbeing of people, especially targeting the health population of people who inject drugs. Offer employment opportunities to people impacted by the harm of substance use. This measurable objective is set at a minimum of 30% of your workforce. Linking with the involvement KPI, outline how people with lived experience have been involved in the codesign and coproduction of any project developments. Outline how you work in partnership with community and voluntary organisations in Northern Ireland to support them in the delivery of harm reduction services. Outline how you strive to minimize the environmental impact of the work generated through this contract.
