- Why no open competition
New works/services, constituting a repetition of existing works/services and ordered in accordance with the strict conditions stated in the directive
- Published justification
The Contractor is the Health Boards contracted NEC Supervisor for Professional Services, and their reengagement offers significant value through continuity of service, retention of project specific knowledge and reduced mobilisation time. Their proven expertise, understanding of Health Boards requirements and established relationships with the Capital Planning team make them uniquely positioned to manage the sensitive and specialist nature of this project effectively.
Publisher note: DRAC Consulting are an awarded provider on the Health Boards Consultants and Contractors Framework Agreement for work costs up to 2 million pound, following a competitive tender process. The Dan y Deri project has exceeded this financial threshold and it is imperative that DRAC are appointed via an alternative route to ensure business continuity, retention of specialist knowledge, and avoid any duplication of effort and mobilisation costs, representing value for money. Utilisation of the Welsh Procurement Alliance (WPA) framework has allowed the Dan Y Deri Challenging Behaviour Unit scheme to be costed appropriately and has provided assurance that the project can be delivered on a timely basis, which will allow realisation of clinical efficiencies and patient benefits.
