This modification relates to the continuation of Family Hubs and Start for Life services within the Children's Public Health Nursing Service for the 2026/27 period.
The modification provides targeted and universal support to families with children aged 0 to 5 years, including early years support, parenting assistance and integrated service delivery across partner agencies within the Borough of Rotherham.
This ensures continuity of service provision following the expiry of previous time-limited funded activity and allows these services to continue to be delivered as part of the existing contract with The Rotherham NHS Foundation Trust.

- Change This is a permissible modification in compliance with the Health Care Services Provider Selection Regime, primarily under Regulation 13(1)(d), because the modification is attributable to a decision by the Authority which does not render the contract materially different in character and does not exceed 25% of the original contract value (Regulation 13(2)(b)(ii)). The detail of services to be delivered as part of this modification are set out in section VII.1.4. Please note: any reference to the Public Contracts Regulations 2015 in system‑generated fields reflects the original contract award regime; however, this modification is governed by the Health Care Services (Provider Selection Regime) Regulations 2023. Breakdown of cumulative modifications including this latest modification: VA‑01 - Family Hubs - £327,068.00 (0.66%) VA‑02 - Family Hubs - £218,155.00 (0.44%) VA‑03 - Supervised Toothbrushing - £79,421.00 (0.16%) VA‑04 - Early Years SEND Family Help - £543,684.36 (1.09%) VA‑05 - Family Hubs - £237,588.89 (0.48%) Therefore, the cumulative change equates to £1,405,917.25 (2.82%) of the original contract value. There is no change to the overall length of the contract; the services delivered via the modification are delivered within the original contract term., Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: The Authority could not have foreseen the availability or continuation of specific grant funding to support this activity at the time of the original contract award. However, the modification is attributable to a subsequent decision by the Authority and does not exceed 25% of the original contract value.
