Lot #1Management Systems Audit Servicesceiling above
The purpose of this procurement is to establish a Framework Agreement for the provision of management systems audit services. Framework Suppliers appointed to the Framework Agreement may be called upon, through the award of call-off contracts, to provide suitably experienced and qualified personnel to support Transport Scotland and provide services in relation to the audit of the management systems of contractors and consultants for works and services contracts. This service will include but not be limited to auditing of the following management systems: BS EN ISO 9001, BS EN ISO 14001 and BS EN ISO 45001, together with other key areas associated with contracts to which those contractors or consultants are appointed.
Transport Scotland will manage the procurement process on behalf of the Scottish Ministers. The Framework Agreement will be competitively procured through a Restricted Procedure in accordance with the Public Contracts (Scotland) Regulations 2015. This is a two-stage procedure comprising a pre-qualification stage (Single Procurement Document (SPD)) and a tender stage.
Following completion of the procurement process, the Framework Agreement will be entered into between the Scottish Ministers and the successful tenderers appointed as Framework Suppliers.
Section II.2.9 of this Contract Notice describes the criteria for selecting the limited number of candidates to be invited to tender. Detailed information regarding the tender process and award criteria will be provided to economic operators shortlisted for the tender stage.
The Framework Agreement and any call-off contracts awarded under it shall be based upon the NEC4 conditions of contract.
To be considered for the pre-qualification stage, economic operators are required to complete and submit an SPD in accordance with this Contract Notice and the Supplementary Information Document (SID), which can be accessed via the Additional Documents section of the Public Contracts Scotland portal (www.publiccontractsscotland.gov.uk ↗).
Economic operators will be evaluated in accordance with the Public Contracts (Scotland) Regulations 2015 on the basis of the information provided within their SPD submissions. Additional information: Economic operators who initially meet but then subsequently fail to meet the selection criteria, prior to contract award, shall be excluded.
Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.

How the contest usually goes
Winner shares use published awards; bid and price charts use contested lots.
i
How often small and medium firms win.
Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
No supplier sizes published for this authority.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Local means the winner is registered in the region where that award was delivered.
A local branch does not count if the registered address is elsewhere.
Most of this buyer’s recorded winners were registered outside the region where that award was delivered.
i
How long buyers here take to decide after bids close.
Middle value in days from the bid deadline to the award date, on competitions that published both.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards have an award date within 126 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
The market share is a minimum: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Awards are recorded, but published direct routes and bid counts do not establish this buyer’s share.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly. Contracts Finder contracts appear on the Retender Radar, not yet in these figures.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
