    "description": "The main purpose of the contract is a services concession contract. \nThe Crown Estate, as manager of the seabed around England, Wales and Northern Ireland, is seeking to award seabed rights to a developer for the development of an offshore wind farm in the Irish Sea, which has an maximum potential energy generation capacity of 1.5GW.  \nThese rights will be governed by a 10 year ‘agreement for lease’, which will be awarded to a successful bidder through a competitive tender process under the Procurement Act 2023. The holder of the agreement for lease will acquire the rights necessary to develop an offshore wind farm and will ultimately have the option to enter into lease with The Crown Estate for the construction and operation of this wind farm, subject to the satisfaction of certain conditions detailed in the agreements for lease. \nThe maximum contract value has been stated in this notice as [00000 GBP] as The Crown Estate is unable to state a maximum contract value for the Morgan tender which is the subject of this Tender Notice, due to the impossibility of predicting what the likely overall value of the concession to the developer will be. \nShould suppliers wish to formally request access to the Morgan Procurement Specific Questionnaire, they may do so by registering on The Crown Estate’s e-tending portal via this link: https://etendering.thecrownestate.co.uk.\nThe Crown Estate reserves the right to refuse to grant or to deny access at any time to the portal, to any person that The Crown Estate considers, in its absolute discretion, does not have a genuine intention to participate in the Morgan tender as either a sole bidder or a consortium member in order to secure seabed rights in respect of a the Morgan site.",

Modifications to the contract on materialisation of a known risk will in each case go no further than necessary to remedy the materialisation of the known risk:\nRegulatory and Compliance Changes: Changes in applicable law (including without limitation changes brought about by the coming into force of the English Devolution and Community Empowerment Act 2026), statutory and non-statutory guidance, standards and policies, or political position, outside of TCE and the Supplier’s control, may necessitate limited changes to the contract.    \nChanges to Energy National Security Stance: International events may necessitate changes to the UK’s national security stance which may in turn require changes to the project impacting on deliverability to the extent not expressly addressed through the operation of the contract including a Force Majeure Event and may necessitate limited amendments to the contract.\nChanges in Safety Standards: Changes in Safety Standards could have an impact on materials costs, to the extent not expressly addressed through the operation of the contract.",
