Please note that due to a system error we are unable to update the previous PME notice for this opportunity (2026/S 000-021780). Procurement for an Independent Delivery Body for the Community Scrutiny Transformation Programme in London. The model of Community Scrutiny of the Metropolitan Police and the proposed structure of set-piece tasks and meetings is largely volunteer-based. Hence, the main role of the Community Scrutiny Independent Delivery Body (CSIDB) will be volunteer co-ordination and management. This includes some volunteer recruitment; providing coordinated support and resources to empower local volunteers to deliver consistent, high-quality scrutiny within the proposed structural framework; and the collating and reporting on outcomes.

    Join our Market Engagement event to help shape the transformation of London's community scrutiny of the police before tender launch. MOPAC is preparing to commission a London-wide Independent Body to deliver a new model of community scrutiny of the Metropolitan Police in London as part of the Community Scrutiny Transformation Programme (CSTP). CSTP aims to strengthen and standardise community scrutiny of police powers across London. The Independent Body will support community volunteer Scrutineers, panel chairs and MPS officers to carry out improved and consistent scrutiny of police powers. The required skillset includes volunteer management, relationship building, data analysis and presentation, administration of set piece panel meetings across London, training and development, and responsibility for building and presenting the narrative of improved community scrutiny of the police to Londoners. Ahead of formal tender publication, we are holding two market engagement events to: Share an overview of the proposed model Outline the scope of the opportunity Explain the procurement process and anticipated timelines Hear and learn from stakeholders as we refine the specification These sessions are open to organisations and individuals working in the following areas: communities, capacity building, civic society, volunteer management, local development, crime and policing, training providers and partners who may be interested in understanding or contributing to this work.
