Coverage: 12 active published awards; 12 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

Planning and rationale

Procedure rationaleHoneywell Control Systems were the contractor who installed the original HVAC system in 1976. Due to the hugely complex nature of the HVAC in the now listed building, it has proven to be extremely difficult to identify an alternative contractor who would be able to take on the maintenance of the system without the required intimate knowledge of the building. Any alternative contractor would not be able to provide the required service in a cost effective way and without considerable risk to the continued operation of the Civic Centre until such time as the old system is upgraded. |
