What is being bought

To support Anglian Water Services in the development of its current and future major infrastructure programmes with the following activities: a) Strategic Consenting Advisory: advice on local and national planning policy, planning routes including in particular Development Consent Order (DCO), consenting strategy, development phase risk management and assurance of the planning development and preparedness for Examination (progressive and independent). b) Consenting Leadership & Management: Leadership of the projects consenting pathway and across a multi-disciplinary team throughout the pre-application and examination phases in accordance with relevant National Policy Statements, Planning legislation, associated guidance and relevant local policies. Strategic engagement with Local Planning Authorities, planning application for survey and early enabling works and assessment/ monitoring of overlapping planning applications. c) DCO Application & Examination Management: project and production management of the suite of DCO documents and deliverables integrating content across multi-disciplinary team, ensuring robust definition of deliverables and production management through the review and approval process aligned to schedule. Project and production management for the pre-examination and examination phases ensuring Anglian Water adheres to all procedural and statutory requirements. d) Specialist advisory services: support for specialist topics including Traffic & Transport planning case development and assessment; regulatory and consenting advice/support aligned to coastal and marine permits, coastal and marine consents application support. e) Stakeholder and consultation strategy and delivery: expert support for the development and execution of non-statutory and statutory consultation with a range of stakeholders ensuring legal compliance, risk mitigation and reputation management. f) Land and property support and advisory: land agency, referencing, access for surveys, consultation engagement, expert compulsory purchase advice and management associated with DCO planning applications. g) Environmental Services: expert advisory, strategy development, risk management, assurance and support in specialist areas such as Habitat Regulations Assessment. (The Page 3 to 18 delivery of Environmental Impact Assessment is procured under Anglian Water's Programme Delivery Partner). h) Post-consent Support: Discharge of requirements, compliance monitoring in the delivery phases and variation management.

Planning Strategy, Leadership and Management

The Scope includes planning services for projects being progressed through both the Development Consent Order (DCO) regime under the Planning Act 2008 including associated planning applications under the Town and Country Planning Act 1990 (TCPA) where these support the delivery of the project and projects which may be consented wholly through a TCPA route.

      "features": "This Procurement Exercise shall be conducted in accordance with the Procurement Act 2023, Competitive Flexible Procedure and responses will be assessed in accordance with the Act. \nThe Procurement Exercise shall be conducted in several stages: \nStage 1:  Pre-Qualification Questionnaire (PQQ)\n   1A - PQQ written responses\n   1B Engagement Request written responses\nStage 2:  Invitation to Tender (ITT):\n   2A – ITT written responses\n   2B – ITT Bidder Interviews\n   2C – Best and Final Offer (BAFO)\nStage 3: Contract Award\nStage 1: Pre-Qualification Questionnaire (PQQ)\nThe Conditions of Participation as defined within PA23 is incorporated in this Procurement Exercise via this PQQ’s short-listing criteria.\nThe purpose of this stage is to seek information by means of targeted questions to understand the Bidders capability, capacity and experience that relate to the different aspects of Anglian Water requirements (as more fully detailed in the Scope documents).  The PQQ questions and documentation are stored within the online e-sourcing system.\nBidders are required to complete and return the PQQ response in accordance with the timescales set out in section 2.2 below.  The e-sourcing system will not allow submissions to be sent after the deadline.  Please note that failure to complete and submit the PQQ in accordance with the timescales set will result in Anglian Water excluding the Bidder from the Procurement Exercise. \nThe Engagement Request stage is designed to assess and understand how Bidders manage ethics and comply with legislation.  The Engagement request will provide access to Anglian Water’s compliance questionnaires which include Modern Slavery, Anti-Bribery and Corruption, Sanctions, Insurance, GDPR and Cyber Security.  Cyber Security must be completed only by Bidders interested in Lot 4 and Lot 5.  The Engagement Request notice will be sent to all Bidders who have finalised and submitted their PQQ written response.  It will be evaluated with PQQ Stage 1A.\nSub-Lotting \nAs per section 1.4, this Procurement Exercise uses both Lots and sitting under Lots 1, 2 and 3, are multiple Sub-Lots. Suppliers bidding for a main Lot e.g. Lot 1 will answer all the questions related to the Lot and, if successfully appointed, will be eligible to provide services across all the Sub-Lots within that Lot (e.g. Lots 1a, 1b and 1c). Those suppliers that wish to bid for a specific Sub-Lot, should only answer the questions relevant to that specific Sub Lot. Appendix O lays out the questions that are relevant to each Sub Lot.\nShould a Bidder for a main Lot (Lots 1, 2 & 3) fail to achieve the total minimum threshold score for the main Lot, its submission will be reassessed against the relevant Sub-Lot scoring criteria to determine whether it meets the applicable minimum threshold for a specific Sub-Lot. The original bid submission will not be changed or amended as part of this reassessment.\nMinimum Threshold  \nAll Bidders need to achieve a minimum score of 5 (Acceptable Response) on Lot-specific questions. \nShort-listing\nResponses will be evaluated by Anglian Water and only Bidders notified that they have been short-listed to progress to the next stage should complete the ITT.  Bidder PQQ responses will be evaluated by Anglian Water against pre-defined scoring criteria detailed in Section 3 Minimum Threshold  \nAll Bidders need to achieve a minimum score of 5 (Acceptable Response) on Lot-specific questions. .\nThe final number of suppliers awarded to the Framework and its Lots/Sub-Lots are in Section 1.4 of the Response Guidance Document.\nStage 2: Invitation to Tender (ITT)\nThe ITT is designed to enable Anglian Water to assess and understand how a Bidder intends to deliver the requirements to Anglian Water and the associated costs.  It is the Bidders opportunity to make a formal proposal and potentially be selected to supply Anglian Water’s requirements.\nThe ITT process will be divided into 3 stages, as outlined below. It is designed to demonstrate capability, value for money, and the ability to successfully deliver the requirements set out in the Scopes. \nStage 2B – Bidder Interviews\nThe interview stage is focussed on key personnel to deliver the contract.  The purpose is to enable Anglian Water to assess the experience, expertise and suitability of proposed team members, together with their understanding of the contract responsibilities and roles in delivering the services. Bidders should ensure those expected to play significant roles in contract delivery attend the interview.  Further details of the interview format and arrangements will be provided to shortlisted Bidders.\nFollowing evaluation of the written ITT, Anglian Water may limit the number of Bidders invited to attend the interview stage. Any shortlisting will be undertaken in accordance with the evaluation methodology and any minimum requirements or ranking criteria detailed within the procurement documents.\nThe interview stage will form part of the overall award assessment, with the weighting being 20% of the total available score at Stage 2B.     "description": "To support Anglian Water Services in the development of its current and future major infrastructure programmes with the following activities:\na) Strategic Consenting Advisory: advice on local and national planning policy, planning routes including in particular Development Consent Order (DCO), consenting strategy, development phase risk management and assurance of the planning development and preparedness for Examination (progressive and independent).\nb) Consenting Leadership & Management: Leadership of the projects consenting pathway and across a multi-disciplinary team throughout the pre-application and examination phases in accordance with relevant National Policy Statements, Planning legislation, associated guidance and relevant local policies. Strategic engagement with Local Planning Authorities, planning application for survey and early enabling works and assessment/ monitoring of overlapping planning applications.\nc) DCO Application & Examination Management: project and production management of the suite of DCO documents and deliverables integrating content across multi-disciplinary team, ensuring robust definition of deliverables and production management through the review and approval process aligned to schedule. Project and production management for\nthe pre-examination and examination phases ensuring Anglian Water adheres to all procedural and statutory requirements.\nd) Specialist advisory services: support for specialist topics including Traffic & Transport planning case development and assessment; regulatory and consenting advice/support aligned to coastal and marine permits, coastal and marine consents application support.\ne) Stakeholder and consultation strategy and delivery: expert support for the development and execution of non-statutory and statutory consultation with a range of stakeholders ensuring legal compliance, risk mitigation and reputation management.\nf) Land and property support and advisory: land agency, referencing, access for surveys, consultation engagement, expert compulsory purchase advice and management associated with DCO planning applications.\ng) Environmental Services: expert advisory, strategy development, risk management, assurance and support in specialist areas such as Habitat Regulations Assessment. (The Page 3 to 18 delivery of Environmental Impact Assessment is procured under Anglian Water's Programme Delivery Partner).\nh) Post-consent Support: Discharge of requirements, compliance monitoring in the delivery phases and variation management.",
