          "rationale": "Need for additional works, services or supplies by the original contractor/concessionaire: The required additional functionality can be supplied by the incumbent supplier through the software currently contracted and supplied to the Council. \nThe inconveniences and the duplication/creation of additional costs would arise from:\n•\tHaving to conclude potentially 2 procurements to procure software for the new functionality we require. This will require resource/time from Procurement, Legal and the client area.
