Published requirement descriptionKings Langley School is a co-educational Secondary School in Kings Langley, Hertfordshire WD4 9HN. It has 1,126 students between the ages of 11 and 18 on roll and there are 125 teaching and support staff. The administrative offices, currently delivered as part of a standalone cleaning contract.
The School is undertaking this procurement to appoint an experienced cleaning partner to deliver a consistently high standard of cleaning from 1st April 2027. The Contract will be for an initial three-year term, with the option to extend for a further two years (1+1), subject to satisfactory performance and the terms of the Contract.
The procurement process follows a two-stage Competitive Flexible Procedure. It begins with a Procurement Specific Questionnaire (PSQ) followed by an Invitation to Tender (ITT) stage after shortlisting. The School is looking for a proactive cleaning partner with the ideas, experience and operational capability to make a positive and visible difference. The successful Contractor will have the opportunity to review the current cleaning operation and make recommendations on staffing levels, cleaning methods, equipment, materials and working practices. The School particularly welcomes ideas that will raise standards, improve reliability, embed sustainable working methods and create a cleaning service that pupils, staff and visitors can rely on every day.

A key requirement is a TUPE-compliant and operationally deliverable solution, supported by a credible and guaranteed cost of operation. Bidders are encouraged to identify appropriate opportunities for service improvement and investment in modern equipment and technology, and to demonstrate clearly how their proposals will benefit the School.
Whilst value for money is very important, this procurement is not simply about achieving the lowest price. The School is looking for the right balance of consistently high cleaning standards, reliability, responsiveness and financial sustainability.
Above all, the School wants a trusted cleaning partner that will deliver what it promises — meeting agreed input hours in full, achieving audit and KPI targets, and delivering any proposed investment and service improvements in full.
The School is committed to finding the right cleaning solution. If the tenders received do not demonstrate an acceptable and deliverable solution, the School reserves the right, subject to the Procurement Act 2023 and the procurement documents, to make no award and consider alternative arrangements, including an in-house solution.
