Coverage: 87 active published awards; 75 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

Procedure rationaleChanges to contract were necessary to enable the council to respond to both COVID-19 and new legislation and are all for activity broadly covered in the KIDAS specification. The variations, made as a result of COVID-19 and the DA Act have been assessed under PCR Reg 72 (1) (c) criterion. They do not exceed 50% of the original contract value, it is justified that unforeseen circumstances have necessitated such modifications and the modifications do not alter the overall nature of the contract.
