What is being bought

Published requirement description

Historic England (HE) is seeking to appoint an independent learning and evaluation partner to undertake a programme-wide evaluation of the Neighbourhood Heritage Grants Programme. The evaluation will assess programme reach, delivery, participant experience and outcomes, including contributions to greater understanding of neighbourhood heritage, stronger connections to place, and increased confidence to express views and participate in conversations and decisions about local heritage and place. The commission will combine analysis of evidence from all funded projects with deeper qualitative research, case studies and ongoing learning to inform future grant programme development and investment decisions.

In addition to delivering the evaluation, the appointed contractor will co-produce and deliver a capacity building programme of training, mentoring and peer learning for grant recipients focused on evaluation, evidence collection and advocacy. Through this programme the appointed contractor will create reusable resources, tools and guidance materials to support future grant programmes.
