Cyber Risk Profile: Level 1 (foundational).

  • How the procedure runs: The Authority intends to conduct the procurement in 2 stages. Stage 1 is the Procurement Specific Questionnaire, Stage 2 is the issue of the Invitation to Tender. The Competitive Flexible Procedures in the Public Procurement Act 23 outline a structured approach to procurement, while allowing for flexibility to adapt to changing requirements. The detailed steps involved in the process: The Procurement Specific Questionnaire (PSQ) Assessment of Suppliers: The PSQ is assessed based on the selection criteria within the PSQ itself. Each question in the questionnaire is evaluated to determine if the supplier meets the required conditions of participation. Down Selection Process: The intention is to down select suppliers on a pass/fail basis. Only those suppliers who meet the necessary criteria will move forward to the next stage. Invitation to Tender (ITT) Shortlisted Suppliers: Once the PSQ stage is completed, the shortlisted suppliers who meet the criteria are invited to submit their full tender. Clarifications: Suppliers can ask questions or seek clarifications to ensure they fully understand the requirements and any flexibility involved in the process. Evaluation and Award Criteria Framework Agreement will be awarded to the bidder who submits the most advantageous tender. Babcock Land Defence Limited reserve the right to add further items of a similar nature to the Framework Agreement post award, following Request for Quotations (RFQ).
  • No preliminary market engagement: Market engagement has been conducted; however, a formal notice was not published as the additional time required would have affected the procurement timetable and jeopardised implementation within the required timeframe.

  • “IRM24/7694 - The Repair of Various Axles, Transmissions and Associated…” is a framework: the contest is a place on its panel, not a single contract, and call-offs are awarded directly: getting appointed is the whole game.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

Where winning prices landed against estimates.

Each colour shows awards below, close to or above the published estimate, one lot at a time.

On a framework or DPS, prices are agreed when work is called off.

Past prices are a guide, not a bid price.

Last 36 months.

Not comparable on a framework or DPS. The notice sets up a supplier panel and a ceiling value; what the work actually costs is agreed later, on each call-off or mini-competition, and those publish as contract notices of their own. The award-vs-estimate record of this market therefore sits on the call-offs; this page shows it on the contracts, not on the panel that frames them.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the match score are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

How it runs

The Authority intends to conduct the procurement in 2 stages.

The detailed steps involved in the process:

The Procurement Specific Questionnaire (PSQ)

Assessment of Suppliers: The PSQ is assessed based on the selection criteria within the PSQ itself. Each question in the questionnaire is evaluated to determine if the supplier meets the required conditions of participation.

Down Selection Process: The intention is to down select suppliers on a pass/fail basis. Only those suppliers who meet the necessary criteria will move forward to the next stage.

Invitation to Tender (ITT)

Shortlisted Suppliers: Once the PSQ stage is completed, the shortlisted suppliers who meet the criteria are invited to submit their full tender.

Tender Documents: The full procurement documents, including requirements, specifications, and terms, are provided to the suppliers.

Clarifications: Suppliers can ask questions or seek clarifications to ensure they fully understand the requirements and any flexibility involved in the process.

Evaluation and Award Criteria

Framework Agreement will be awarded to the bidder who submits the most advantageous tender. Evaluation will consider:

Pricing and supply details for the items as specified in the tender.
