What is being bought

Published requirement description

The Interim Capital Programme covers the following works:

The Programme aims to address stock condition survey data, ongoing maintenance records and resident feedback to support a program of works to meet current housing standards, i.e. Decent Homes, and to reduce the ongoing burden on responsive repair services. These Works will mitigate immediate risks within and prevent further deterioration to Sandwell MBC properties on a priority basis dependent on urgency, health and safety implications and repeated reactive repairs.

The Programme will include an Improvement, Retrofit and Rewires Programme, encompassing component replacement works, electrical works, retrofit and energy efficiency works and minor structural repairs required in connection with component replacements; specifically:

• Component Replacement Works:

• Kitchen replacements

• Bathroom replacements

• Window replacements

• External door replacements

• Roof renewals and associated works

• Plastering works (including full room or whole-area plaster renewals)

• Flooring renewals

• Minor structural works required in connection with the Works.

• Electrical Works:

• Full or partial rewires

• Consumer Unit replacements

• Earthing and bonding upgrades

• Renewal of associated electrical accessories where required

• Smoke and heat alarm upgrades where required to meet current standards

• Testing, inspection and certification on completion, with supporting documentation

• Retrofit and Energy Efficiency Works:

• Fabric improvements including insulation measures (subject to property suitability)

• Ventilation improvements required to support fabric upgrades and indoor air quality

• Draught proofing and associated making good works

• Heating controls and energy efficiency enhancements

• Associated decorations and reinstatement works.

The Value for this Contract (including VAT) is £9,600,000.00 per annum over a period of 2 (two) years – (total Contract Value £19,200,000.00). However, this information is intended to assist with the preparation of your bid. The Council does not bind itself to this or any other figure and is not a guarantee of business which may be generated from this contract.

The contract period will be for 2 years, commencing 01 February 2027 to 31 January 2029.
