Published requirement descriptionDAERA Forest Service are seeking to establish a Framework Agreement to appoint a list of Suppliers for tree planting services to carry out afforestation and re-planting of forests across its estate, as well as the replacement of failed trees on previously planted sites, which is termed Beating-up, as well as In-filling of trees on naturally regenerated sites. This replanting requirement contains three (3) Lots which will be awarded in the following county groupings: Lot 1: Antrim / Derry - Planting; Lot 2: Armagh / Down - Planting; Lot 3: Tyrone / Fermanagh - Planting. There are no restrictions on the number of Lots Suppliers can bid for or be awarded. Therefore, they may tender for any Lot they wish. Within each Lot Suppliers must however provide all services / requirements detailed – full details of the services required are set out within the Specification.

Published description of the framework
The term of the Framework Agreement will be 2 years, with one option to extend by any period up to 2 years.
DAERA - Forest Service aims to appoint a maximum of eight (8) Suppliers per Lot, for each of the 3 Lots.
For each Lot, Suppliers will be ranked 1st, 2nd, 3rd, 4th, 5th, 6th, 7th and 8th on the basis of the Most Advantageous Tender (MAT) being the 1st ranked. For each Lot Suppliers will be placed on a top eight (8) ranked call-off list which will be used by the end users. For each Lot, the work package based on timescale and operational constraints will be awarded to the Supplier ranked 1st. The Supplier ranked 2nd will be required to deliver in the event of:
- Supplier 1 having a Conflict of Interest or not having capacity to deliver the work package within the specified required timeframe and operational constraints set by DAERA - Forest Service; or
- Supplier 1 not accepting the offer of work for whatever reason, or not responding to the offer of work within 2 working days; or
- Supplier 1 having been suspended or removed from the call-off list.
The Supplier ranked 3rd will be required to deliver in the event of:
- Supplier 2 having a Conflict of Interest or not having capacity to deliver the training within the specified required timeframe and operational constraints set by DAERA - Forest Service; or
- Supplier 2 not accepting the offer of work for whatever reason, or not responding to the offer of work within 2 working days: or
- Supplier 2 having been suspended or removed from the call-off list.
This process will continue until the list is exhausted. The next work package will again be offered to the Supplier ranked 1st even if they did not accept the previous assignment.
