Procedure rationaleThis is an Event Services contract, classified as 'social and other specific services' under Schedule 3 of the CCR. As such, TRP does not consider Regulation 43 of the CCR applies. Additional Events (AEs) have become available because a concession contract for an event in September expired during the Covid pandemic. The cost of staging a smaller standalone event in September substantially outweighs the inclusion of the AEs in the HPMF Contract for 2025-27. Instead of 2 lots of event infrastructure being built and de-rigged and 2 lots of concerts - as was the previous arrangement when the 2 slots that are now the AEs were previously used for different events in September - there is only 1 event, 1 lot of infrastructure and 1 lot of disruption - significantly better for the park environment and the enjoyment of the park by its visitors. The AEs will take place in June/July as an extension to the existing Hyde Park Music Festival over a three-week period, making use of the existing infrastructure. The modification is also necessary as there is no time to procure an alternative event organiser (under a separate contract) to hold the AEs from 2025.
