All Prisoners will have the opportunity to be out of their cell and participate in learning activities except when the needs of safety and security prevent it, or a Prisoner is undergoing punishment including Basic Regime under the IEP scheme.\n• The supplier delivering Learning and Skills will share the vision for the prison and will have an important role in promoting the learning culture throughout the prison and demonstrate support for the organisational values and individual values. As real working environments, all prison facilities should be used in the delivery of learning including but not limited to:\n• Vocational workshops\n• Industries workshops provided by external contractors and in house\n• Kitchens\n• Physical education and gyms\n• Laundry services\n• Horticulture\n• Libraries\n• Outdoor vocational learning areas\n• Recycling unit\n• Wellbeing centre\nIt is currently anticipated that the Contract will include the ability for the Authority to remove the YOI (Children's) element of delivery from Year 5 at no additional cost to the Authority, which would lead to a change of use from moving 60 prisoner spaces from Youth to Adult. "description": "Procurement procedure:\nThis requirement has been classified as being subject to the Light Touch Regime under the Public Contract Regulations 2015. Under the Light Touch Regime, the Authority is not obliged to observe the full requirements of the Regulations, including the detailed rules and timescales applicable to the procurement procedures covered by the Regulations. Consequently, this procurement is being run in accordance with the Light Touch Regime as a bespoke procurement process following an SQ stage, Dialogue Stage (not evaluated) and ITT Stage. The Authority is not bound by the rules for competitive dialogues set out in Regulation 30. This is irrespective of the use of this standard notice (the Authority is unable to use the Light Touch Regime notice for technical compatibility reasons). The Authority will comply with its equal treatment, transparency, non-discrimination and proportionality obligations throughout the procurement.\nThe eSourcing Portal and procurement documents:\nThe Authority is using the Jaggaer electronic eSourcing Portal (formerly Bravo) for the procurement. The ITP, which is comprised of a number of volumes, is available only in electronic format via the eSourcing Portal. Bidders must register the names of all contacts requiring access to the sourcing event and should submit queries via the \neSourcing Portal. \nAward of contract:\nThe Authority is not committed to any course of action as a result of this Contract Notice. It is not liable for any costs incurred in respect of expressing an interest, participating in dialogue or in tendering for this opportunity. The Authority reserves the right to abandon or terminate the procurement and not to award a contract at its own discretion. Nothing in this Contract Notice shall generate any contractual obligations prior to the signature of a Contract.\nImportant notice: \nThis Contract Notice must be read in full together with the procurement documents being released at this stage of the procurement. "description": "The purpose of this engagement is to secure wider market involvement in development of the learning and skills provision in HMP Parc, and to assess the level of appetite from different education providers in the delivery of such provision, as well as test with the market the potential delivery and procurement models.\nThe Authority plans to hold a market engagement event via MS Teams on the 27th May 2021 from 10:00 – 12:30. This will include more specific information on the learning and skills objectives and requirements.\nAt the Market Engagement event we will present information on specific issues e.g. payment & performance mechanism/incentivisation, procurement process, risk allocation, learning environment ownership and planned YOI changes.\nSuppliers interested in participating should confirm their interest by 3pm on 25th May 2021 by email to the Prison Education commercial team at ccmd_education_retender@justice.gov.uk clearly stating HMP and YOI Parc Learning and Skills Retender in the subject line. The form of response should be limited to the provision of a single point of contact (full company name, contact name, job title, e-mail address and telephone number). The Authority will then issue invitations to all interested parties, confirming the timings and MS Teams link to the event.\nSuppliers should be able to provide a flexible curriculum within the hours available for education provision. Learning should be flexible in its use of space, time and resources to provide the best possible opportunities for both adults and children and fully embrace the key objectives of the learning and skills provision including:\n•\tAllowing for the delivery of a ‘Whole Prison Approach’ to ensure the service provided is joined-up, streamlined and supports the integration of the industries, custody, education and health services;\n•\tProviding prisoners with employability skills which better prepare them for employment and thereby contribute to the rehabilitative culture of HMP & YOI Parc and support the reduction of re-offending;\n•\tDelivering high quality learning and the vision for the prison;\n•\tEmbedding Learning and Skills within the prison through a delivery model that is engaging and motivational and removes barriers to learning;\nQuestions:\n•\tWe are keen to hear from a range of suppliers and would be interested to hear of any specific perceived barriers to participation in this market.\n•\tWhat if any are the barriers to providing high quality learning and skills to both the adult and youth prison population.\n•\tHow best to manage performance to maximise the learning and skills delivery.\n•\tWe are keen to hear from all interested parties in relation to the types of data you will require in the data room to assist you in your solution development\nPlease note: Response to the questions above is not required until after the event.\nWe would we welcome your thoughts on the content of these questions above and any other areas to cover, in your return back to us requesting an invitation to the Market Engagement event.\nWe reserve the right to supplement and vary the conduct of the prior engagement process. "description": "Ministry of Justice (MoJ) is retendering the Learning and Skills provision for HMP and YOI Parc, Bridgend South Wales. \nHMP & YOI Parc opened in November 1997, with a maximum capacity of 2057 individuals, though we initially intend to contract to a capacity of 1639 adult prisoner places as well as 60 places in the children’s’ unit (sometimes referred to as the young person’s unit or YPU). HMP Parc plays a fundamental part in the prison system. For the bulk of the adult population, the regime predominantly aims to prepare individuals for release and resettlement into the community through building, maintaining or improving family and community ties and providing access to local community services.\nHMP and YOI Parc’s vision is “to be the best performing prison education and training facility in Wales”.
