Procedure rationaleThe Royal Navy, part of the UK Ministry of Defence, intends to award a 2 year contract to The Corporation of the Hall of Arts and Sciences (“The Royal Albert Hall”) for the hire of the Royal Albert Hall to host the Mountbatten Music Festival in 2022 and 2023. It is considered that this contract can be awarded using the negotiated procedure without prior publication of a contract notice pursuant to regulation 32(2)(b)(i) of the Public Contracts Regulations 2015 (Article 32(2)(b)(i) of Directive 2014/24/EU) for the aim of the procurement is the creation or acquisition of a unique work of art or artistic performance. This is because the Mountbatten Music Festival is traditionally held in the Royal Albert Hall.
