What is being bought

Westminster City Council (the Council) is seeking to appoint a single, independent supplier to deliver the Highways Audit & Asset Management (A&AM) Contract. The supplier will provide audit and compliance services, asset management services and other professional services supporting the Council's Highways & Public Realm Contract. The A&AM supplier will provide objective scrutiny, assurance and challenge and must remain operationally and professionally independent from the Highways & Public Realm contractor. • audit of performance information, contractual compliance and delivery against the Highways & Public Realm Contract; • commercial and cost assurance, including review of estimates, applications, final accounts, compensation events, Price List items, indexation and volume rebate calculations where specified; • technical assurance, inspections, design reviews, defects and compliance audits; • asset-management strategy, inventory and data assurance, planned preventative maintenance programme development, BCI calculations and statutory/industry data reporting; • responsible procurement, social value and carbon-reduction requirements, including assurance of relevant Highways & Public Realm contractor tender commitments where required by the Scope; • use of the Council's IT Solution, including CAMS, HMMS, BSMMS and CMS, to support evidence-based audit and asset-management activity; and • additional specialist and professional services instructed through Task Orders within the scope and maximum value of the Contract. Contractual reporting and improvement requirements include an Audit Plan (the first due no later than one month after the Starting Date and, for subsequent years, a draft due by 1 March), monthly Performance Reports under Schedule 5, and an annual Innovation Report identifying at least five improvement opportunities and quantifying financial, carbon and customer benefit. Further service-specific reports, logs, calculations, programmes and deliverables are set out in the Scope and Performance Management schedule. The intended form of contract is the NEC4 Term Service Contract. The initial term is three years from 1 April 2027 to 31 March 2030, with up to two optional one-year extensions at the Council's discretion and subject to the Contract. This procurement follows preliminary market engagement undertaken under UK2 notice 2025/S 000-073888. Participation in that engagement does not confer any advantage in this procurement.

    "description": "The purpose of this Preliminary Market Engagement Notice is to initiate the engagement exercise for the procurement of an independent, expert-led Audit and Performance Oversight partner to support Westminster City Council (WCC) in the management and assurance of its Highways Contract.\nThe Council seeks to assess the capability and interest of the market in delivering high-quality, data-driven audit and performance assurance services, that ensure value for money, compliance, and continuous improvement across all Highways service areas. In addition these services may also be extended to include Parking, Communities and Environment functions. \nThe scope of services will include:\n•\tMonthly and quarterly performance audits\n•\tThematic deep dives (e.g. responsible procurement, carbon impact, social value)\n•\tAnnual audit plan development and delivery\n•\tReal-time assurance support during mobilisation and transition\n•\tUse of digital tools (e.g. ASITE, data analytics, AI) for insight and reporting\n•\tCollaboration with relevant internal teams (Strategic Transport, Legal, Procurement, Finance, Parking, Communities and Environment))\n•\tProvision of specialist resources to meet assurance and technical needs\n•\tInput into asset management and other built environment functions e.g. parking where relevant\nStrategic objectives include:\n•\tPerformance Scrutiny: Evaluate delivery against KPIs, milestones, and service standards.\n•\tCost Assurance: Validate financial claims, assess cost-effectiveness, and identify inefficiencies.\n•\tRisk & Compliance Monitoring: Ensure adherence to statutory, regulatory, and contractual obligations.\n•\tCommercial Intelligence: Provide insights to support contract management and innovation.\n•\tSupport for Commercial Contract Model: Test and validate NEC4-based contractual mechanisms.\n•\tAsset Management: Maintain strategic oversight of asset data and inform long-term investment decisions.\nWe are also looking to assess and utilise market innovation and continuous improvement practices. This will form a key part of the engagement, with expectations for:\n•\tBi-annual innovation reviews;\n•\tRecommendations for digital integration and automation;\n•\tDevelopment of performance frameworks,KPIs and intelligence led decision making; and\n•\tProposals that support efficiency, cost reduction, and income generation.\nWCC wishes to consult with organisations with relevant experience of delivering similar services. The purpose of this consultation is to seek the view of market participants on potential service delivery models available to WCC that best align with the above objectives. This will assist WCC in planning the future procurement procedures. WCC intends to commence the procurement procedure in the first half of 2026.",
