The Trust proposes to utilise the HealthTrust Europe ICT Solutions 2023 Digital Technology Framework (ComIT 3 - Complete IT), Lot 1: Enterprise Level ICT Solutions (Software Category) to make a direct award without further competition. The framework permits direct award using a Most Economically Advantageous Tender (MEAT) assessment.
A direct award to the incumbent supplier is considered the most economically advantageous option because the solution is already embedded within critical NHS workforce management processes and supports the Trust's strategic plans to extend rostering functionality into Imaging and Laboratory services. This approach delivers:
Continuity of clinical and operational services through avoidance of disruption to established workflows.
Reduced patient safety risks associated with replacing an existing integrated system.
Preservation of existing integrations with EPR, diagnostic, imaging and laboratory systems.
Alignment with the Trust's future digital roadmap and planned service developments.
Lower whole-life costs by avoiding migration, implementation, interface development, training and change management expenditure.
Improved benefits realisation through maximising value from previous investments and accelerating delivery of future capabilities.
Significantly lower implementation and transition risk compared with introducing an alternative supplier and rebuilding integrations.
In summary, the direct award via the HealthTrust Europe framework represents the most economically advantageous option due to continuity, interoperability, reduced risk, strategic alignment, and lower total cost of ownership.
