Growing Cycling Sustainably, Infrastructure, app-based and monitoring solutions for Safer Cycling Behaviour
Authority: Docklands Light Railway Limited (Public body)
What is being bought
Published requirement descriptionThis Market Sounding Questionnaire (MSQ) is issued by Transport for London (TfL).
London has seen sustained growth in cycling in recent years, supported by significant investment in cycling infrastructure and the Mayor’s ambition for 80% of journeys to be made by walking, wheeling, cycling and public transport by 2041. Today, London has more than 450km of high-quality cycle routes and around 1.5 million cycle journeys are made each day, reflecting cycling’s increasingly important role in delivering the Mayor’s Transport Strategy and supporting healthier, more sustainable travel choices.
As cycling continues to grow, it is important that people walking, wheeling, cycling and using public transport can interact safely, comfortably and confidently across the transport network. Cyclist behaviour is not a major contributor to overall road danger, with motor vehicles continuing to pose the greatest risk to people and cyclists; however, concerns relating to compliance with traffic controls and pedestrian priority measures, particularly at signalised junctions and crossings, are regularly raised through stakeholder engagement, customer correspondence and public consultation. These concerns can affect perceptions of safety, accessibility and confidence, particularly among people walking and wheeling and those who may be less confident travelling in environments with high levels of cycling activity.
Existing evidence suggests that behaviour at signalised junctions and crossings is influenced by a range of factors, including infrastructure design, signal operation, pedestrian and cycle flows, gradients, safety perceptions, convenience and social norms. However, TfL currently has limited evidence on how these factors interact, how behaviour varies across different locations and operating conditions, and the nature and frequency of interactions between people cycling and people walking and wheeling.
To help address the evidence gaps and identify opportunities for improvement, TfL is interested in exploring innovative infrastructure and technology-enabled solutions that could:
Improve compliance with traffic controls and pedestrian priority measures
Enhance safety and accessibility
Increase pedestrian confidence
Support sustainable cycling growth
Generate robust evidence to support future investment decisions
TfL is seeking innovative solutions that could be trialled in London and another European city as part of an application for funding from EIT Urban Mobility. There is up to 2 million euros available in funding to be spent across all consortium members. TfL will review MSQ responses to put together a consortium of solution providers who, if the bid is successful, will be invited to trial their solutions in London and another European city over an 18-month period.
TfL is seeking responses to the below questions that could help identify the possibility of innovative solutions that are deliverable in both London and another European City. This work will form a part of an application for funding from the EIT Urban Mobility initiative. TfL will review the MSQ responses and use the information to identify up to 10 organisations for further market engagement discussions.
Responses to this MSQ do not constitute a procurement process, invitation to tender, selection process or commitment by TfL to procure any goods, services or works. There will however be an opportunity to discuss a collaborative approach to joining the bid as a part of a consortium but any funding application, consortium arrangement, trial, pilot or other activity arising from this market engagement shall not constitute the award of a public contract. Should TfL identify a requirement to procure any goods, services or works associated with, or arising from, the funded activity, such procurement will be conducted separately and in accordance with the applicable procurement legislation and TfL's governance requirements.
TfL will take appropriate steps to ensure that any information shared through this market engagement is managed in a manner that does not distort competition or provide an unfair advantage in any future procurement process.

How the contest usually goes
Winner shares use published awards; bid and price charts use contested lots.
i
How often small and medium firms win.
Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
Small firms have won here. Neither number says whether you qualify; it describes who has been winning.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Local means the winner is registered in the region where that award was delivered. The market figure counts awards delivered in Greater London.
A local branch does not count if the registered address is elsewhere.
Most of this buyer’s recorded winners were registered in the region where that award was delivered.
i
How long buyers here take to decide after bids close.
Middle value in days from the bid deadline to the award date, on competitions that published both.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards have an award date within 77 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
Both shares are minimums: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Direct awards or one recorded bid are common here. Check the route before spending time on a bid.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
