Lot awarding rule: The award of the grass verge cutting contract shall be determined by a majority vote at a full council meeting, exercising the council's absolute discretion rather than a rigid scoring matrix. Elected members will evaluate proposals based on a comprehensive assessment of local capability, service quality, environmental impact, and cost-effectiveness. Decisions made during the council meeting may take into account fluctuating local priorities, responsiveness to community feedback, and strategic alignment with the council's current financial year objectives
