Not published · metWe held virtual MS Teams meetings with four suppliers as part of our pre-market engagement for the upcoming People Survey tender. During these meetings, we reviewed our current approach and discussed market conditions, supplier capability and the feasibility of our future service requirements. We explored what services are available in the market, how suppliers are supporting broader employee listening beyond a traditional annual survey, and what considerations we should consider when shaping the specification and commercial model. Key areas reviewed included: • Whether our requirement could be delivered through a wider employee listening model rather than a standalone survey service. • Options for pulse surveys, targeted surveys, always-on feedback, focus groups and other qualitative insight activity. • Reporting and dashboard functionality, including access levels, manager reporting, benchmarking, and narrative insight reports. • Confidentiality, anonymity, suppression rules, and the handling of open-text comments. • Action planning support, including tools to help track progress and close the feedback loop with colleagues. • The use of AI and technology to support thematic analysis, sentiment analysis, and action recommendations, with appropriate human quality assurance. • Contract duration and key cost drivers, including dashboard access, consultancy support, benchmarking, and optional qualitative work. The engagement found that the market can support a broader employee listening and insight service. The findings will be used to refine the specification, pricing schedule, evaluation approach and contract management requirements before the tender is issued.
