Published requirement descriptionThis Voluntary Ex-Ante Transparency (VEAT) notice relates to Glasgow Life's intention to enter into a co-operation contract with British Cycling in connection with the hosting responsibilities for the delivery of the 2023 UCI Cycling World Championships in Glasgow. Glasgow City Council and Glasgow Life are strategic public sector partners in the bid for and the hosting of the Championships and will co-operate with British Cycling in the delivery of certain aspects of the sport competition management of the sporting competition to be held in Glasgow.

Glasgow Life have operational responsibility to deliver a number of world championships in Glasgow as part of the 2023 UCI Cycling World Championships. This has been agreed with 2023 Cycling Worlds Ltd, the company set up to manage the overall delivery of Scotland’s hosting of the inaugural UCI Cycling World Championships in 2023 (the Championships).Glasgow Life intends to enter into a co-operation contract with British Cycling in connection with the sport competition delivery for 5 world championships. The contract will set out the terms on which Glasgow Life will co-operate with British Cycling in connection with the organisation and staging of the world championship disciplines.

It has been determined that the appropriate route to market for this requirement is the use of the negotiated procedure without prior publication in accordance with The Public Contracts (Scotland) Regulations 2015, Regulation 33 – Use of the Negotiated Procedure without Prior Publication; - (1) A contracting authority may award a public contract following negotiated procedure without prior publication of a contract notice or prior information notice in any of the following cases - b) where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons - (ii) competition is absent for technical reasons.
British Cycling are the only UK Federation for Cycling.
- Review procedure
Under the Public Contracts (Scotland) Regulations 2015 or the Procurement Reform (Scotland) Act 2014, an economic operator that suffers, or risks suffering, loss or damage attributable to a breach of duty may bring proceedings in the Sheriff Court or the Court of Session.
Publisher note: Glasgow Life will observe a minimum period of 10 days from the date of publication of this notice before entering into the co-operation contract with British Cycling.
