What is being bought
Published requirement descriptionOn behalf of the Greater London Authority (GLA), Transport for London (TfL) are seeking to procure a single supplier for the design, implementation and management of flagship fan festival sites in London for the duration of the UEFA European Football Championship 2028 which takes place from 9 June 2028 to 9 July 2028. The contract is expected to be for circa twenty-five (25) months to ensure the successful planning and delivery of this marque event in the Capital.
The contract delivery will be managed by the GLA who are working in conjunction with Department of Culture, Media and Sport and UEFA.
UK Sport says: "Preparations gather apace as UEFA and UK & Ireland 2028 will deliver the largest sporting event ever jointly staged by the co-host nations with more than three million match tickets available for fans - greater than any previous EURO. The Tournament will excite fans worldwide and create long-lasting benefits for communities through an amazing celebration of top-class international football."
This UK4 Tender Notice is being issued to inform the market of the issuing of the Euro 2028 Fan Festivals Procurement Specific Questionnaire (PSQ) and the draft Invitation to Tender (ITT) documents. Please note, the ITT documents have been issued at this stage as Information Only. TfL/GLA reserves the right to make non-material adjustments to the documents prior to publishing to shortlisted bidders.

- How the procedure runs: Stage 1 Bidders are invited to submit a response to our Procurement Specific Questionnaire (inclusive of Conditions of Participation). All PSQ received will be evaluated against the published scoring criteria, full details are included in the PSQ Guidance. Up to five (5) highest ranked bidders will invite to the Invitation to Tender (ITT) stage of this procurement, TfL reserves the right to increase the number of bidders being invited to the ITT stage, this is detailed in the PSQ Guidance. Stage 2 Following publication of the ITT shortlisted bidders will have the opportunity to seek clarifications on the tender pack. Any information shared by TfL in relation to a clarification that could benefit all bidders will be recorded and shared as part of the clarification log. NOTE: This Stage 2 contains Cyber Security Technical (Quality) Question, which is Pass/Fail. The Authority reserves the right to conduct a Best and Final Offer (BAFO) Stage. The contract award will be made to the bidder who has submitted the Most Advantageous Tender (MAT) in line with the evaluation criteria.

TfL invites suppliers to participate in this Preliminary Market Engagement exercise by attending a Suppliers' Briefing meeting on 16/04/2026, via Microsoft (MS) Teams. All feedback received will be treated confidentially and will help to shape the upcoming procurement opportunity.
The engagement process consists of the following key steps:
