What is being bought
Published requirement descriptionMilton Keynes City Council (“the Council”) is seeking Expressions of Interest from suitably experienced organisations able to provide a fully managed, turnkey and redeployable Average Speed Road Safety Intelligence Service. The proposed solution shall be capable of monitoring vehicle movement between defined points and calculating across the monitored section of road. The supplier shall provide access to an experienced team able to interpret the information and turn it into clear, useful and actionable road safety intelligence. The service shall be collaborative and capable of adapting to changing Council requirements.
The Expression of Interest (EOI) is being conducted for market assessment purposes only and does not constitute a call for competition, invitation to tender, commitment to procure or promise of any future contract award.

As part of EOI exercise interested suppliers are invited to provide a response describing their arrangements for mobilisation; contract management; dedicated service-team support; operational contacts; deployment management; technical methodology used, system accuracy and validation processes; more…
technical support and maintenance; fault escalation; reporting; regular service reviews; compliance; redeployment planning; and continuous improvement. Any response received after the stated deadline will not be consdiered as part of the Council’s assessment of market capability and may be excluded from this exercise. Interested suppliers are requested to also demonstrate relevant experience in areas such as managed roadside monitoring and technology; highways services; redeployable camera systems; point-to-point vehicle monitoring; traffic and speed studies, data and intelligence analysis; equipment maintenance; evidence and information gathering. The Council will base its assessment and any subsequent procurement decisions on the information received by the stated deadline. Suppliers are responsible for ensuring that their response is submitted in sufficient time to be received before the given deadline. The Council will review the information received to assess market capability; determine the number of suppliers capable of meeting the requirement; inform the Council’s procurement strategy. Where the information received demonstrates that only one supplier is capable of meeting the Council’s requirements, the Council reserves the right to consider a direct award, subject to internal governance and procurement obligations. Where multiple suppliers are identified capable of delivering the requirement, the Council may undertake a competitive procurement process. The Council reserves the right not to proceed with any procurement following this exercise. This Expression of Interest is a market engagement exercise only.
