Published description of the framework
This framework agreement enables West Northamptonshire Council to award call-off contracts directly to the appointed suppliers. Prices are determined in accordance with the rates and pricing schedules submitted at tender. This framework agreement is operated on a ranked basis. When a requirement arises, the Council will approach the highest-ranked supplier first.

Lot awarding rule: Quality will account for 30% of the total score and price for 70%. Quality will be evaluated on responses to six questions covering service delivery, waste management, quality assurance, KPIs, social value, and a scenario-based task. All quality responses will be scored out of 4 and moderated by the evaluation panel. Price will be assessed using a Most Advantageous Tender (MAT) formula. Suppliers must meet a minimum quality threshold to be considered.
