All service price is set by government grant. There will be one provider for each lot, therefore there will not be a selection process when awarding call off contracts.

Local Government Re-organisation
a) On 16 July 2026, the Secretary of State confirmed the reorganisation of local government in Staffordshire and Stoke-on-Trent into two new unitary authorities comprising:
a North Staffordshire Unitary Authority covering Newcastle-under-Lyme, Stoke-on-Trent and Staffordshire Moorlands; and
a South Staffordshire Unitary Authority covering Stafford, East Staffordshire, Cannock Chase, Lichfield, Tamworth and South Staffordshire;
b) the existing county, city, district and borough authorities within Staffordshire and Stoke-on-Trent are expected to be abolished and replaced by the new unitary authorities with effect from the relevant vesting date established by law, currently anticipated to be April 2028;
c) secondary legislation and transitional arrangements will be implemented by Government to give effect to the reorganisation; and
d) this Agreement may require transfer, assignment, novation or variation to give effect to the local government reorganisation and any statutory requirements arising from it.
Despite announcement of a pause on the process in September 2026, this remains a risk.

The Council wishes to invite companies or potential start ups to contact the Client Lead for a one-to-one meeting to discuss what is involved in the training and some guidance on the process.
The aim for this engagement is to:
- promote this opportunity to suppliers within similar fields, but have little or no familiarity Bikeability.
- provide information regarding how Bikeability works in Staffordshire for suppliers who are familiar with Bikeability already.
- invite suppliers or potential start ups to learn more about the opportunity without the pressure of a tender deadline.
The Lead Client is able to offer Teams Meetings on 16th, 17th, 21st and 22nd July at 9:30am, 11am, 1pm and 2:30pm on each of the days. Should it be required, more capacity may be added prior to 31st July 2026.
