No lot description published.
Great Places Housing Group (GPHG) seeks contractors for the completion of remedial works as required by our ongoing programme of Fire Risk Assessments and building safety. This will principally be for passive firestopping works, such as fire door installation & compartmentalisation, but may include elements of active Fire Risk Prevention, such as fire & smoke alarms. Works will be carried out across the GPHG estate in Greater Manchester, Cheshire, Lancashire, High Peak & South Yorkshire. The framework may be for a period of up to eight years and estimated up to £8m. nb. previous notices UK1 & UK2 (2025/S 000-076740 / ocds-h6vhtk-052634) have been published for this requirement, which are no longer linked to this UK3 due to administrative & technical issues. The engagement linked to the UK2 notice will, however, remain open until 5pm on Monday 1st December: https://forms.office.com/e/cn1tW3n0S0

Benchmarked against retained Find a Tender procedures with CPV division 44. The category anchor is Fire doors (44221220); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.
| Comparison set | Procedures | Reported bids per procedure | Named award suppliers | Price evidence |
|---|---|---|---|---|
| Market: CPV division 44 | 1,387 | 5 median · 40.9 average (273 of 1,387 with a bid count) | 6.2 average (307 of 1,387 with named award suppliers) | Not published |
| Same buyer | 3 | Not published | Not published | Not published |
| Delivery region: UKD3 | 18 | 74 median · 74 average (1 of 18 with a bid count) | 8 average (1 of 18 with named award suppliers) | Not published |
| Similar published value (0.5×–2×) | 130 | 8 median · 13.3 average (3 of 130 with a bid count) | 4.7 average (3 of 130 with named award suppliers) | Not published |
“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.
Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.
No planning milestones published.
No linked framework, prior procurement or reprocurement published.
Diagnostic view. “Not published” means this current release does not provide a value.

This will principally be for passive firestopping works, such as fire door installation & compartmentalisation, but may include elements of active Fire Risk Prevention, such as fire & smoke alarms.\nWorks will be carried out across the GPHG estate in Greater Manchester, Cheshire, Lancashire, High Peak & South Yorkshire.\nThe framework may be for a period of up to eight years and estimated up to £8m.",
"riskDetails": "Market Capacity Risk - Limited number of suitably qualified subcontractors in the region may lead to insufficient competition.\nPricing Volatility - Fluctuations in material and labour costs (e.g. due to inflation or supply chain issues) could impact contract delivery and budget adherence.\nSupply Chain Disruption - Global or local events could impact delivery times and costs.\nMobilisation Delays - Contractors may face delays in starting services due to onboarding, resource allocation, or access issues.\nPolicy or Legislative Changes - New government regulations (e.g. building safety, net zero requirements) could impose additional obligations mid-contract.\nForce Majeure Events - Natural disasters, pandemics, or geopolitical events could impact delivery timelines or costs.\nUndisclosed Conflicts of Interest - A bidder may have undeclared relationships that could compromise the integrity of the process.\nCybersecurity Breaches - If digital systems are used for scheduling or reporting, there's a risk of data breaches or system failures.\nComplaints - Dissatisfaction from residents or stakeholders could delay or complicate works.\nLeasehold reform - Ongoing or forthcoming leasehold reform legislation (e.g. Leasehold and Freehold Reform Bill) may alter the rights of leaseholders, particularly around service charges, consultation requirements, and enfranchisement.\nIn-house delivery - Services delivered by internal resource may increase or decrease during lifetime of the contract. \nTechnology Failure or Integration Issues - If digital systems (e.g. job scheduling, resident portals) are used, integration or reliability issues may arise.\nAcquisition of merger in the event GPHG acquires additional stock, e.g. through merger, contract or other acquisition, then GPHG reserves the right to extend the contract by a further period of 1 year and up to 50% value\nAdditional services - Suppliers may be required to deliver additional services/works or location that are in keeping with the nature of the contract for presently unknown variables, such as:\n> to support other departments within Great Places\n> to help to meet carbon net zero objectives\n> supporting any incoming or new regulatory and legislative changes\n> in cases of urgency\n> in cases of an alternative contract failure or termination\n> in cases of GPHG staff absence or illness",
