What is being bought

TransPennine Trains Limited (TPT) is exploring options to enhance its financial forecasting and planning capability, with a view to potentially procuring a solution and/or associated services. The current environment comprises multiple systems and spreadsheet-based processes, resulting in fragmented data, manual consolidation, and limitations in scenario modelling, governance and integration. TPT is seeking to understand how the market could support improved integration across finance and operational systems, alongside enhanced budgeting, forecasting, planning and reporting capabilities. Any future requirement is expected to include driver-based modelling, improved data integration, and strengthened workflow, version control and audit functionality, as well as more accessible reporting and increased agility in supporting rolling forecasts. TPT is not prescribing a specific solution model at this stage and may consider a range of approaches, including platform solutions, enhancement of existing systems, modular or phased delivery, or service-led / hybrid models. The outcome of this process will inform any potential future procurement and the scope of any subsequent requirement. Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 48. The category anchor is Software package and information systems (48000000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.

TransPennine Trains Limited (TPT) is undertaking a pre-market engagement exercise to inform the potential procurement of a financial forecasting and planning solution and/or associated services. The engagement will consist of a structured request for information, followed by optional supplier presentations and clarification discussions. Suppliers are invited to submit responses outlining their proposed approach, capabilities, delivery models and indicative commercial structures. TPT may invite a subset of respondents to participate in follow-up engagement, including solution demonstrations, workshops and clarification sessions to explore proposed approaches in more detail. Supplier presentations are anticipated to take place on 5th and 12th June 2026 at TransPennine Trains Limited offices in Manchester and via Microsoft Teams. Further engagement activities may be scheduled as required. Participation in any engagement activity is by invitation only and subject to appropriate confidentiality arrangements. The purpose of this engagement is to support TPT’s understanding of available solutions, validate assumptions and inform the scope, delivery approach and route to market for any potential future procurement. Participation in this engagement, or a decision not to participate, will not influence or prejudice any organisation’s ability to participate in, or be successful in, any subsequent procurement process.engagement3 Jun 2026scheduled
