Published requirement description

The British Council intends to engage a qualified facilities management service provider to submit bids for the provision of Facilities Management Services under a multi-Lot structure. The selected provider will deliver comprehensive services such as security, housekeeping, general office maintenance, air conditioner preventive maintenance, and pest control service. These services will promote efficient facility operations, and the overall health, safety, and comfort of all occupants.

  • How the procedure runs: Competitive Flexible Procedure is a multi-stage procurement event. As such, participants need to be aware that there may be more than one stage of evaluation as part of the event. Participants who respond to this ITT, may be required to pass a completeness check, a check for mandatory and/or discretionary exclusion grounds, and check against qualification criteria including conditions of participation; at one or more stages in this event. In carrying out this assessment, the British Council may disregard any tenders that does not pass such checks. The highest ranked 3 participants per Lot will be allowed to progress to the next stage (Stage 2 & 3) in the process.
  • No preliminary market engagement: The market engagement is simple and limited to google search only.

Lot distribution rule: Each Lot corresponds to a unique and comprehensive set of services and will be assessed separately. Only the lots specified in this tender may be included in bids. All Participants shall be evaluated using the same general technical evaluation criteria, regardless of the Lots for which they submit bids. Each Participant receives one general technical score, which is consistently applied to all Lots for which they submit bids. In addition to the general technical evaluation, each Participant shall be evaluated on Lot Specific Technical criteria for each Lot bid.

No conditions of participation were published on the notice; check the tender documents.

What this means for your bid
  • Price carries 40 of 100 points: a 10% discount moves about 4 points. The method statement decides this lot, not the discount.
  • Turnover usually expected: about THB 100,271 – ~THB 5,132,257 per lot (twice each lot's annual value).

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

How British Council buys Cleaning services (CPV 9091): the notice lists a non-UK location

British Council’s published record is shown without a UK market comparison because the notice lists a non-UK delivery location. Check the notice description and tender documents for the actual site. Winner shares use published awards; bid and price charts use contested lots.

Question for the bid
This buyerBritish Council · all categories
What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Last 36 months.

Buyer: 38 of 104 known-size awards
37%

Small firms have won here. Neither number says whether you qualify; it describes who has been winning.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

A local branch does not count if the registered address is elsewhere.

Last 36 months.

Buyer: 1 of 1 known-location awards
1 of 1

The notice lists delivery in Thailand, so this procedure has no confirmed single UK region; the buyer’s figure reads its other awards, each against its own delivery region.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the deadline to the first award notice, on competitions that published both dates.

Only decided tenders count, so slow ones still waiting are not in.

Last 36 months.

Buyer: 67 decided notices
29 days

Half of these awards were announced within 29 days of the bid deadline.

How often single-bid or direct?
i

How often work is awarded with no recorded rival.

Direct awards and tenders where every published lot count shows one bid.

The buyer’s share is a minimum: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

Last 36 months.

Buyer: at least 15 of 183 procurements with awards had no recorded rival
8%

Missing bid counts may hide more single-bid awards. This share is a minimum.

How many bids did past lots attract?

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

How it runs

Competitive Flexible Procedure is a multi-stage procurement event.
