Coverage: 13 active published awards; 0 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

Procedure rationaleExplanation:
This fleet of trains have been in operation on the TPE network since 2019. :
1. Hitachi use purpose-built depots across the TPE network.
2. All special tools and other equipment on the depot are managed by the maintenance provider.
3. HRE currently have the technical know-how of the Class 802 fleet which have been built over the last 4 years of operation on the TPE network. Any change of maintenance provider will cause considerable disruption to the operation of the Class 802 fleet.
It will therefore be extremely difficult for any new maintenance provider to obtain DAA agreements, mobilise/train staff, tools, infrastructure etc prior to the 28th May 2023 |
