Award of contracts under the Council's DPS for passenger transport services for the quarterly period 01 April 2026 to 30 June 2026.

The requirements for passenger transport services are for a wide range of purposes including those listed below:

Adult Social Care Transport

Children's Social Care Transport

Community Transport Services

Subsidised Public Bus Services

Taxishares and Carshares

Home to school transport for both mainstream and SEN schools

Emerging areas of ongoing transportation requirements from Education and Adult and

Children's services e.g. Academics

General transportation services e.g. school trips

Coverage of the DPS :

Most journeys procured through the DPS, where the commissioning authority is Hampshire County Council, will be within Hampshire. On occasions these routes can start in Hampshire but travel out of the county, or vice versa, to neighbouring counties.

On occasion, a journey may be required to a destination which is a significant distance away, within another part of the UK, e.g. where SEN pupil placements are out of the county.

This notice is for the award of 195 contracts under the DPS for the period 01 April 2026 to 30 June 2026.

Contract period: 1 Apr 2023 – 31 Mar 2033 (10 yrs)

Delivery: South East, South West · The main place of performance will be Hampshire UKJ3. Occasional journeys may be some distance from the County and will be detailed in call-off contracts. Some journeys may be linked with neighbouring counties. Please see contracts awarded link in II.2.4 below for further details.

This Lot will be for suppliers who can provide Demand Led transport services and IT systems for allowing passengers or HCC staff acting on behalf of a service user to book transport for the scope of services provided under Lot 1. Additional information: Other public bodies may be able to use the DPS and further details will be provided in the procurement documents.

Delivery: South East · The transport services will be provided in the same locations as described in Lot 1 however the delivery of the bookable system will be hosted online and may be delivered outside the area for transport performance.

Lot distribution rule: Lot 1 will be for scheduled and pre-arranged passenger transport services as provided under the existing arrangements.\nLot 2 will be for 'demand led' transport services.

Suitability
Suppliers must be capable of meeting a number of requirements including the licencing requirements and insurance, health and safety and safeguarding as set out in the Selection Questionnaire and Specification.
Insurance
- Public Liability - £10 million for any one occurrence or series of occurrences arising out of the same event (required for all Suppliers).
- Employer's Liability - £10 million for any one occurrence or series of occurrences arising out of the same event (required if you employ staff).
- Motor Vehicle Insurance- unlimited liability in respect of death or bodily injury to third parties, including passengers, and £5 million for liability in respect of loss of, or damage to property (required if you operate any Vehicles).
If you use owner drivers (employees or self-employed drivers using their own Vehicles covered by their own insurance policies on transport contracts)
- Motor Contingent Liability - £5 million.
Additional Insurance double decker vehicles
- Motor Vehicle Insurance- unlimited liability in respect of death or bodily injury to third parties, including passengers, and £10 million for liability in respect of loss of, or damage to property.
