Dynamic Purchasing System for the provision of the Multiply Numeracy Programme

Kent County Council (the Council) is the largest local authority in England covering an area of 3,500 square kilometres. It has an annual expenditure of over £1bn on goods and services and a population of 1.6m. The Multiply Programme was announced by the Department for Education in April 2022 – being part of a range of initiatives that aim to boost adult skills. The programme is for 19+ adults who do not have a GSCE at Grade 4 (or equivalent) and aims to help people improve their ability to understand and use maths in daily life, home, and work – from household finances, to helping children with homework, to making more sense of the facts in the media and improving employability / job prospects. The DPS is for the procurement of social and other services referred to in Regulation 74 of the Public Contracts Regulations (2015) and as such, the intention is to use a light touch regime, rather than the full regime described in Regulation 34 (Dynamic Purchasing System). This Prior Information Notice (PIN) is to advise prospective providers of the Commissioners intention.
