Published requirement descriptionOxford Health NHS Foundation Trust ("the Trust") is undertaking Preliminary Market Engagement (PME) pursuant to the Procurement Act 2023 to inform the development of a proposed Estates & Facilities Dynamic Market.
The Trust wishes to engage with suppliers of varying sizes, including SMEs, VCSEs, regional providers, specialist contractors and national organisations, to seek feedback on the proposed structure, accessibility and operation of the Dynamic Market.
This engagement forms part of the Trust's market analysis and procurement planning activities and is not a call for competition.
Participation in this engagement exercise will not confer any advantage or disadvantage in any future procurement process.

new cabling and conduit systems, new switchboards, cabling replacement works; fire alarm installation works, new fire panel installations etc) • Mechanical Installations – (Strip our work, installation of new water and heating systems; reconfiguration of exiting water and heating systems; boiler room refurbishments & sprinkler systems etc) • Roofing Works – (Removal of existing pitched roof finishes including felt and battens; new tiled roof installations, replacement of existing flat roof coverings) • External Works – (Landscaping works - soft and hard; re-surfacing works, re-road/car park marking works, street furniture & fencing) • Net Zero Engineering Installations – (Solar panel installations; electrical car charging points; ground and air source heat pump installations including associated reconfiguration/replacement of heating systems) • Modular Buildings – (Modular buildings, including full installation & other modular components) Proposed Value Bands Primary Tier • Tier 1 (£135’000 - £250’000) • Tier 2 (£250’000 - £500’000) • Tier 3 (£500’000 – £1 Million) Upper Tier • Tier 1 (£1 Million - £5 Million) • Tier 2 (£5 Million - £10 Million • Tier 3 (£10 Million - £20 Million) The Trust is considering a tiered approach to support organisations of varying capability and scale: The Trust welcomes supplier feedback regarding: • Suitability of the proposed bandings. • Alternative value structures. • Capacity and capability requirements. • Lotting approaches. • SME accessibility. The Trust intends to undertake the following engagement activities: • Online supplier questionnaire. • Written feedback submissions. • Supplier engagement events/webinars. • One-to-one supplier discussions where appropriate. • Review of market capacity and capability. The questionnaire will seek feedback on: • Accessibility and proportionality of the Dynamic Market. • Financial thresholds and selection requirements. • Evaluation approaches. • Social value opportunities. • Sustainability commitments. • Market categories and specialist services. The Trust's soft market testing questionnaire forms part of this engagement exercise.
