"riskDetails": "The Contracting Authorities involved in this procurement have identified the following known risk to contract performance. This risk is foreseeable at the time of publishing this Tender Notice but cannot be fully mitigated or provided for within the Framework Agreement at the outset. The Framework is primarily funded by the Ministry of Housing, Communities and Local Government (MHCLG), and the total estimated value has been determined based on genuine forecast funding allocations available at the time of procurement. There is a risk that MHCLG funding allocations to the Greater London Authority (GLA), or to other Contracting Authorities entitled to use this Framework may increase during the term of the Framework as a result of government spending decisions, policy changes, or evolving service requirements. If this risk materialises, it may result in a material change to the overall value of the Framework and/or the scale and volume of services commissioned under it. This risk is foreseeable at the time of publishing this Tender Notice but cannot be fully mitigated or provided for within the Framework Agreement at the outset. The Framework is primarily funded by the Ministry of Housing, Communities and Local Government (MHCLG), and the total estimated value has been determined based on genuine forecast funding allocations available at the time of procurement. "description": "The Domestic Abuse Act 2021 (DA Act) introduced duties on Tier One local authorities in England to support domestic abuse victims and their children in safe accommodation (hereafter Domestic Abuse Safe Accommodation (DASA) services). As London's Tier 1 authority the GLA holds this duty.\nThe GLA will reconfigure the commissioning landscape for DASA services in London by establishing an open framework to enable commissioners of DASA services to commission these services more effectively. \nThe open framework will have a life span of eight years and be made up of two lots to enable the effective procurement of relevant services to discharge the GLA's duties under the DA Act. The services will include support in safe accommodation (Lot 1) and support for victims and survivors of domestic abuse (Lot 2).",
"riskDetails": "The Contracting Authorities involved in this procurement have identified the following known risk to contract performance. This risk is foreseeable at the time of publishing this Tender Notice but cannot be fully mitigated or provided for within the Framework Agreement at the outset. The Framework is primarily funded by the Ministry of Housing, Communities and Local Government (MHCLG), and the total estimated value has been determined based on genuine forecast funding allocations available at the time of procurement. There is a risk that MHCLG funding allocations to the Greater London Authority (GLA), or to other Contracting Authorities entitled to use this Framework may increase during the term of the Framework as a result of government spending decisions, policy changes, or evolving service requirements. If this risk materialises, it may result in a material change to the overall value of the Framework and/or the scale and volume of services commissioned under it. Such impacts cannot be fully predicted or addressed through fixed contractual provisions at the outset. In these circumstances, it may be necessary for the Contracting Authority to modify the Framework Agreement and/or call off contracts awarded under it in order to ensure continued effective delivery of services. Any such modification will be limited to what is necessary to address the consequences of the risk arising and will be carried out in accordance with the applicable provisions of the Procurement Act 2023 and associated regulations relating to known risks and permissible contract modifications. The inclusion of this description is intended to ensure transparency to suppliers regarding the potential variability of funding and demand and the circumstances in which contract modifications may be required.",
